Winterbourne Consulting was not created from a theory. It grew out of more than two decades spent inside the real, human world of learning & development — where organisations are trying to build capability, leaders are under pressure to perform, and L&D teams are often asked to make sense of complex needs with limited time and resources. For over 20 years, Dr Arlene Egan has specialised in adult learning and organisational development. She has built L&D functions from scratch, designed and delivered interventions at every level, supported leaders and teams through growth and change, and sat at the senior table herself as both a CEO and senior leadership team member. She understands L&D not as an abstract discipline, but as something organisations rely on when capability, behaviour, culture, and performance are under pressure. She has built strategy, shaped programmes, chosen providers, designed interventions, delivered sessions, coached leaders, evaluated impact, and explained value. She has seen what works — and what happens when learning is treated as a transaction rather than a strategic lever. Again and again, she saw the same pattern: training requested when the real behavioural issue was ignored; workshops commissioned when the deeper need was capability; programmes delivered without clear evidence of impact; and L&D professionals carrying responsibility for outcomes without always having the structure, data, or strategic authority to create them. That experience stayed with her — because it was never simply about training. It was about people trying to grow, leaders trying to make better decisions, organisations trying to adapt, and L&D teams trying to bring coherence to systems that were often fragmented, reactive, and noisy. Arlene came to understand that many organisations do not have a learning problem. They have a clarity problem. They are not always clear on the capability they need to build, the behaviours they need to shift, the support they should choose, or the evidence that will tell them whether the work has made a difference. Her experience gives her a rare lens. She understands how adults learn, what it takes to build an L&D function where none exists, how interventions land in the room, and what is at stake commercially and culturally when capability does not keep pace with strategy. So why Winterbourne Consulting?
A winterbourne is a river that flows beneath the surface and emerges when the conditions are right. It is quiet for a time, but never absent. It gathers, moves, and then rises with purpose. For Arlene, the name captures a truth she has seen throughout her career: the needs that matter most in organisations are often not immediately visible. Capability gaps often sit beneath the surface until performance is affected. Behavioural patterns become visible only when pressure rises. Leadership needs emerge during growth, transition, or uncertainty. L&D teams are often asked to respond before the real problem has been properly understood. Winterbourne is a fitting metaphor for her work with clients: helping them see what sits beneath the surface, bring flow to fragmented learning activity, and make better decisions about developing their people.
Winterbourne Consulting is built on lived experience, not borrowed language. Arlene has worked across the full L&D lifecycle: diagnosing needs, building functions, shaping learning architecture, delivering interventions, evaluating outcomes, and advising senior leaders on what development is really required.
